Is there a good place to read up on the legality of carrying and using self defense tools in New Jersey and Pennsylvania?
I try my best to stay out of trouble. However, sometimes I work late, and the train ride and walk to the car can be shady.

I have to warn you though that NJ and LEO take a dim view of civilians carrying any type of weapons.
Some things may be legal to carry under the law, but once used even in self defense it can hurt you in the legal process, like nunchakus.

Thank you for the quick reply.
Immediate items that come to mind are tools like pepper spray, mini flashlights and yawara sticks. I figure a flashlight is a good tool. I have lots of them in my house and one in my car incase I break down.
At this point, I am not really interested in a concelled carry permit. I understand they are much more frowned upon up here than in FL where I grew up.

That is understandable, and I would only employ a tool in a situation where I would rather deal with a LEO than the hospital or worse.
