so last class we did some well, not really randori, but similar, and i get this blue belt in an armbar, thing was i felt like i had it in, but i felt kinda bad too because he was a blue belt so i kinda softly let it go and he pulled out and pinned me. I'm not sure if i could have held it in anyways, but if i do get a higher ranked belt judoka in my club in a submission, should i submit them or should i just kinda be a little hesitant and let them out?
Feel free to apply the submission, but do so slowly so they have an opportunity to tap. Remember, the #1 rule in class is to not hurt your partner.

Like Dennis said, Safety first, never snap the technique on past the point where he can tap.
Now as to why you held back, it's because he's a higher rank and you didn't want to embarass him?
If that's the case you're not doing him or yourself any favors. Holding back gives him a false sense of security and stunts the growth of your own skills.
Cheers
