Thinking about takeing Tae Kwon do. I herd it was really good from my friend at his class. So im gona go check it out. but is their some kind of weapon masteries when you reach brown belt? and is tae kwon do as affective as kung fu or judo?

Definitely check it out but don't do it just because your friend likes it. See if the style and/or teacher "speak" to you. The best art is the one you'll actually practice.
Weapons...depends on the teacher. There is nothing universal in MA training except pain.
Effective...depends on the person. All styles can be effective in the hands of a competent person. All can be ineffective in the hands of a fool. Trust me, if there actually were one "superior" style that exceeded all others, there would only be one style practiced today. Instead we have hundreds, if not thousands, of different styles. Decide what you want to learn and would give you the sense of accomplishment/well-being/confidence/whatever that you seek, and go find a teacher that helps you with that. In all honesty, it is the quality of the teacher that matters more than the techniques of the style.
