WIthout a punching bag at my home, is there anything I can do to toughen up my punches and kicks? I'll leave the question fairly vague, as I'm open to any response.

Run, Squats, shadow box with emphasis on Proper technique.
Then go somewhere that does have a punching bag, or find someone to hold forearm pads for you.
I suppse if you are very very desperate you could line pillows up against something and strike them.

I already do the running, biking, etc... I'm more looking for ways to toughen up the fists and feet. Thanks though.

I'd reccomend against that, As one that has done some probably permanent damage doing it.
Gloves and hand wraps for heavy striking.
Wrist strengthening work, and knuckle pushups (preferably on a mat) are good though.

you could get an old army duffle bag (they cost like 3 bucks) fill it with sand and hang it from something, it works out well. if you are trying to do things like iron palm training, i would advise against it. there is no real reason for it anymore.
I think the japanese name is maki-wara.
A punching tall pole with rope wrapped around it.
If I ever get a place with a garden, I'll install one there.
But until London house prices drop...
I'll be punching air! :laugh:
push-ups, squats, push-ups, slow, concentrated execution of technique (some can do nice fast snapping tech to air; I got tennis elbow by doing that, so personally I don't recommend :( )..
Oh, and did I mention push-ups?

I would say don't skip push ups and squats it delevelop your hips and leg starth with knukle straenth so if you practice your techniques carefully and always never shroten the techniques and go to your friends house or something to kicked punch a heavy bag. Or if you have a tree outside the garden get a Thai matt wraps around a tree make sure you got atleast two rolls around and its as effetives as a makiwara but better useage.
I don't have a heavy bag but I pratice at my friends house wehere his farther is a boxer so I can use the bags. Or get a heavy bag from a website cost you around $60 - $130 fill ones.
