Being only 13, you shouldn't be terribly concerned about toughening up your hands. At that age, you can do some serious damage to the growth plates within the hand structures themselves....very bad.
An idea for you...soft hands are a good thing. First...you don't lead the world to believe that you study martial arts as well as not being called scaley-mitts by your girlfriend.
Rub some fig juice into your hands every few days...that might help you a bit. Are you looking for hand strengthening practices?

Mr. Ninjitsu per forum rules please sign your real full name with every post.
You can strengthen your hands but as said dont do any conditioning of the impact sort.
You want strong hands....get a jog helping a brick layer.

Welcome, its fun here, for the most part that is.
If u want "tough" hands, then u should learn the fan, my hands have been so like tough and nasty and just, very not pretty since i started. and make sure you get a metal one because the bamboo dont hurt as much. And it will also strengthen your hands and wrists.
