That's known as a Kharabelli. It comes from Russian Sambo.In Japanese it may be classified as Te-Guruma. If tori and uke know what they are doing it is not as harsh as it looks, but it could be.

Based on my understanding of the rules, it would be. You cannot attack anything below the belt with the hands except in combination with another throw or in defense. I don't think how is setup the throw would qualify as being in combination with another throw, rather he had the head under one arm and then reached down and grabbed the leg. On the other hand, if he had first done an O uchi gari and in the process hooked and lifted the leg with yours, you could then reach done and grab the leg.

Is there any way to petition against a rule change like this? It may have sounded good when it was drafted up, but every time one believes there needs to be a rule, usually they are wrong and there doesn't need to be one.

Not that I'm aware of Russ, but there are now alternatives to the IJF rules monopoly. An organization, World Judo Federation is starting to take off due to the dissatisfaction with the IJF. There is also a new rules set called Freestyle Judo that is coming to life that is more like the 60's rules and with a much better point system. So there is a response to the IJF but not an internal one that I'm aware of.
