I was wondering, and I figure this has been mentioned before in the forums but I couldn't find it, but does training with arm weights damage you in any way i.e. the elbows (sort of like weighted sweatbands(don't know what they're called)). I also thought about putting them on my legs but I feel I dont need stronger legs, only faster.
different arts at different times, nowadays mostly dances with sticks

You mean like wrist/ankle weights? Those seem to divide opinions a bit, some like, some don't... As mentioned, hyper-extending may damage joints(with or without extra weights), and unfortunately, when you notice that it, damage may be done .. So, especially for snappy, quick movements extra weight may not be the best possible option to train. And occasionally, wrapping weights around joints may change the way you are moving arms/feet while doing technique: you may not be able to extend, for example, your ankle in such a manner you should do in some kicks, and perhaps build up some inadequate ways to execute techs. However, I sometimes like to do some techs with wrist/ankle weights: doing techs slow, but as precise as possible, concentrated, training movements&turns, stuff like that. Nothing fancy, nothing highly nuanced, nothing whip-like fast movements..
