Sambo is closer to Judo in that throwing is emphasized over ground work. There are mat specialists however who are very capable grapplers. Sport Sambo disallows chokes and allows leglocks. Judo disallows leglocks and allows chokes. Cokes and leglocks can be found in both Combat Sambo and Classical Judo, however they are not often trained depending on the school.
Overall, BJJ has a more sophisticated approach to the ground as that is where the sport rules allow the match to remain for longer periods of time. Sport BJJ generally allows most upper body and lower body submission holds, excluding only small joints and twisting holds on the legs. BJJ has a positional game integrated into the strategy that generally carries over realistically to the street.Fletch Fuller

You can't go wrong with either BJJ or Sambo. Most likely you're not gonna encounter some BJJ black belt or a seasoned Sambo fighter if you had to defend yourself on the street. Check out the schools that teach those 2 styles in your area and take the one that appeals to you more.
